About the North Carolina Legislative Action Committee

Formed in 1993, the North Carolina Legislative Action Committee (CAI NC-LAC) is a volunteer committee of CAI consisting of homeowners and professionals serving community associations. The CAI NC-LAC works with those living and working in community associations to speak on their behalf with one united voice on legislative and regulatory matters that affect community associations. Responsible for identifying legislative issues of importance to community associations in North Carolina, the NC-LAC monitors legislation and helps set specific legislative priorities. The CAI NC-LAC builds relationships with and educates state officials to make CAI NC-LAC the go-to resource when they are presented with community association issues.


NC-LAC’s Mission

To safeguard and improve the community association lifestyle and their property values by advocating a reasonable balance between state statutory requirements and the ability and authority of individuahomeowners to govern themselves through their community associations.


Briefly, NC-LAC...

Is a non-profit, statewide committee of the Community Associations Institute (CAI)

Educates legislators about Common Interest Development (HOA) living and governance

Serves the interests of approximately 2.7 million North Carolinians in over 13,800 Community Associations throughout our state

Is not a PAC (Political Action Committee), and makes no political contributions

Functions solely on the donations of the community associations it represents


The legislation we monitor, support, or oppose has a direct impact on the community associations you live in, work with or manage.


How Does NC-LAC Accomplish Its Goals?

Reviews and takes positions on all legislative bills affecting homeowners associations

Hosts a Legislative Day at the Capitol” event each year to educate legislators and members

Employs a veteran lobbyist, Henry Jones, to testify at hearings and lobby (educate) the legislators iRaleigh

Alerts HOAs and their managers about important legislation

Makes visits to legislators in their districts to continue the education begun in North Carolina

Organizes grass-roots” efforts to communicate en masse with legislators over topics that are particularly important to community associations

Establishes NC-LAC as a resource for legislators when considering legislation having to do with community associations
